Can anyone get a CSC file from Portugal? I put the wrong CSC file in my phone and.... oops! How can I put'it back a Portuguese CSC?

That tool won't dump a csc file it will disassemble it.
According to the experts, it's not possible to do it.

I didn't changed my CSC file till today and i noticed that version B7610NXXIL4 has portuguese config ( and many more) you just have to open it on OCtans mini and change the field "CSC file select" until you see B7610NPHIL4. AS this file is selected languaje will change to Portuguese portugal
Important to change Csc select field not the languaje field.
This CSC is for 6.5 roms anyways

In the upload/startrek section on ftp site there are some files, but I'm not able to understand which is the most updated with Italian language.

I use the 3.6.261.0 but as I saw haven't german language. But you can add german from the rom that you have.I did this with singular rom that I using before for greek language.

Sorry but I extracted my language from rom before a long time ago and I don't remember how I did in. I found info on how to do it here in this forum. The procedure its the same for rom cooking, you must must create a dump directory from the rom. I remember that I used the nbhtool(found it somewhere in the forum), to extract the rom's nb files and from the windows.nb I extracted with a rom cooking tool(I don't remember which I used) the dump directory. In this directory are all the mui language files(for my language is xxxxxxx.0408.mui, somewhere here again you can find the code for your language, or you can open a mui with a recourse editor and see if the translation is for your language) that you need.

EDIT:
I forgot the obvius. I think that you can try to copy your language mui files from the windows directory of your device to the pc before the rom update.

I've decoded Settings.apk using apktool and there is a lot of languages that are not present in the language settings menu in the rom I'm using. Does anyone have any idea on how the language settings menu is defined?
Hmmm, where are those files with languages? I decoded it but I'm not sure which file contains languages
It's under res/values-XX where XX is the language code. However looking at LocalePicker.smali there is something that looks like it's checking the flex.db/flex.xml (found under /system/etc/flex) for a region code and in my rom the region code in flex.xml is 6 (MEA) which is most likely the limiting factor to which languages are available.
I can not help you, I'm also trying to enable my language into rom, but there are a lot of problems :/
