use itsutils pdocread.exe to make dump ROM ! You can get these tools at http://forum.xda-developers.com/showpost.php?p=1562833&postcount=1

no need to dump a rom to do this, gggs you guys are just making doing this simple task harder than it actually is..
download a radio haha oj
download an original rom for your device..
(an original rom btw is a stock rom, its the rom on the device when you get the device out out of the box - brand new but old! its also personalised by the operator and this is the differance betwene cooked roms and stock/original roms - cooked roms are obviously better)
original roms can be found on the xda wiki for your device (just search for "your device-XDA WIKI" and it will be the first search result) - there will be an option on the wiki for a dumped/original/stock/carreir rom - just find the rom with your radio [displayed in red writing on startup of your device as GSM/RADIO: XXXXXX - match XXXXXX with the rom really simple.. honest ]
now use this:
TO VIEW AND EDIT/EXTRACT THE CONTENTS OF A .NBH ROM FILE USE HTCRIE (HTC ROM IMAGE EDITOR)
download HTCRIE
but before i tell you anything, you will need to COPY your .nbh file first, because when saving using HTCRIE it overwrites the rom file .nbh - no option to save as....
anyway, swiftly moving on...
this displays the contents of a rom, eg:
a whole rom is a .NBH file, a rom has parts, which are .NB files
eg, gsm/radio.NB
open a rom that includes the radio that you want to have.. eg

Delete EVERYTHING except for the GSM/RADIO.nb
NOW save and flash your modified .nbh file that contains only a gsm/raido.nb

or you could just click the "save file to" button and save tha actual GSM/RADIO.NB
no dump, no mess about, simples
