It looks like a theme for MIUI, which is a Rom. You may want to search google with the name of your phone. You must be rooted as it is a Rom. Then I would ask to see if anyone can identify that theme.

My guess would be that it comes with Motoblur... You can probably find something similar on the play store if you look hard enough.
