Could someone eleborate further what "decrypted firmware" + Flasher is? Since I am a new user. I was always using xRecovary in addition to SEUS.

In terms of XDA, decrypted firmware means that this is original firmware like the one flashed with SEUS, but decrypted to extract .sin files which can be flashed with Androxide's/Bin4ry's FlashTool.
So, flashing these files is the same as flashing phone with SEUS (should be, theoretically, unless there's some strange problem with phone that only SEUS can fix)...
And here is another mirror: http://www.multiupload.com/JXU3T8PGYK
Thank you
Is this in Russian or English is there as well? Is there a Global Generic version available for X8 for Flash Tool? I've been searching for it.

Ok, try the German version or the Nordic version.
The German version comes with some own applications but they can easily be uninstalled.

Question Are Customized RU updates over?

I have XQ-BC72, Xpericheck shows that last update was 10 month ago. Does it mean, that RU phones won't get updates any further?

Possibly, but you can use the firmware downloader from here on XDA and you can check if the firmware number matches or if its different.
