because this type functionality is available inbuilt in many phones

Yes it is possible to view the names of sms senders when they message you but you need to have their phone details in your contacts list.
I assume when you ask about cooking you are asking about when people refer to "cooking a ROM" this means people have made their own personalised ROM using a web site that allows you to select different programs to be added with the ROM version you want, have a look here.

seems you still have PPC2002, either to use the patch you get from www.yorch.net or upgrade to WM2003 in which this bug is fixed

Actually I am building an app which will generate a random code.I want to know can I send this code using the sms from the local device of the user and is it possible and how should I proceed?
Android 4.4 shows all unknown numbers with location(city/Exchange name).
Can any one tell me where does this database exist, so that I can upload all my country mobile series numbers into that file.

This option is supposed to help devs while testing, to that testers can send them issues. So either you have a way to contact the dev of the app you have a problem with, or, if it is an Android problem, you can send it to your phone manufacturers via their after sales services e-mail.
You can also search for a fix here : support.google.com
