Xperia Z has same processor as Nexus 4 which is Qualcomm Snapdragon S4 Pro and in terms of performance of Note 3 Neo, its comparable with Snapdragon 600 which is better than Note 2 and Xperia Z.
The price difference between Note 2 and Note 3 Neo at the moment is hardly negligible and I would recommend you with Note 3 Neo for 2 reasons - Performance and Product Support with respect to updates

Referring to software updates. Support might be discontinued and kitkat may be last update for Note 2 whereas Note 3 Neo would have an advantage in this situation
The phone has Hexacore processor and you got to forget the # of cores and only worry about real world performance.

1) Neo with Exynos Hexacore - 3G Version
2) Neo with Exynos Hexacore - LTE Version
3) Neo with Snapdragon 400 CPU
4) Neo with Snapdragon 800 CPU (Sold in Korea only)
You should avoid Note 3 Neo with Snapdragon 400 CPU which ain't so good in terms of performance. The dual sim model is SM-N7502(with Snapdragon 400 processor) whereas I own SM-N750 which is single SIM with Exynos Hexacore processor and Mali-T624 beats Adreno 320 any day.

If you plan to use it in Iran, you can get Exynos 3G model since Iran doesnt have LTE in case its sold by Samsung or pick anything else by checking network bands
