Nice wallpaper are you integrated it Zencefil ROM
Seems that some of those wallpapers have been modified to change the color and that resulted in artifacts on the image.

You can install from CWM or directly move into System/Apps/ giving the right permissions

Are you on JB or ICS? your toggles are not semi-transparent, I´ll gonna adjust the MDPI option and make a non-transparent version, the color change is a bit difficult, maybe someone else could do it.
