no, he cannot change his cid w/o s-off.
There is a small chance to chance his CID.
I was VODAP203 and hboot 1.49.0018 and I managed to change my CID and downgrade my hboot and all the stuff (s-off, recovery )
He needs to find the ruu of his operator with a hboot compatible with revolutionary

when he gets the original hboot he will not have s-off.
there are no fixes or software in, only security things are in it.

Hi, the same. I'm on hboot 1.53 with S-OFF, running on ICS. As I realized, to be able to downgrade to GB, I need to get hboot 1.49 first. But I have no ideas how to and still searching... any help is much help.
