framework-res.apk is located at the /system/framework folder of your phone. It is used for modding using UOT kitchen.

careful on using somebody else's framework.apk and systemui.apk.. it must be from the same FW version with the one you are using

no, every systemui.apk is reliant on other apk files for resources. so you can't pull one from one rom and throw it in another
