I don't use Google Voice, so I don't think that's it. I figured it was Google Now listening for the "Ok Google" command since I have it set to listen in any app.
Yes it was "ok google" not google voice. I don't use google voice either

It's set for my carrier but I still keep getting Google voice notification via email. Google voicertain isn't even installed.

Unforward your calls to Google voice. Haven't done it in years cause I really like Google voice so I can't remember how. There's an extension you dial before your Google voice number and it removes it. Did you go to voice.Google.com and disable it from your phone there?
