got the same message, just checked the status on my device on motorola and it says the order is complete as of today. Just needs to ship and get here SSSSOOOOONNNN!!!!

same issue here. my guess is the thing wants to be activated in the country it was sold for. perhaps your seller is in another country and didn't activate it before selling.
