How change language English to Russian in the kitchen for ROM?
It depends on what kitchen you are using.
If it is the Ervius Visual Kitchen, then download the relevant language packs for the SYS version you want to cook.
If you are yet to set up the kitchen, download a HTC Stock ROM in your language and extract it using the ervius kitchen - this will setup all the structure ready for you to start cooking.
What kitchen are you using, or looking at using?
Most SYS and XIP are released on this thread, and the first post has the language packs for the SYS including 0419 (Russian)...

I want to buy a Samsung Galaxy S2 in the UK and ship it to Israel. I want to be able to use the phone in English and Hebrew. I found a website and I quote the following:
"The system image included in the downloadable SDK platform provides a variety of built-in locales. In some cases, region-specific strings are available for the locales. Can I assume that when I ship it to Israel I simply go into a part of the software and change from the default language to Hebrew? Or do I need to download a file from somewhere and install it into the OS?

i use from Infinity[cm7.2] ROM. it's beautifull but i want write persian language in sms that no persian language on input language lists.

There is no tool. You would have to edit the source code for your device and translate everything from scratch
