At present, only miui supports volte...
You don't need to unlock bootloader or need a pc for volte as miui is the stock rom...

I have a US version honor 5x but use it in India. Can I enable VoLTE in some fashion by custom rom or using Indian version rom?

you cannot..
custom roms, for now, doesn't support volte
and if you use Indian version rom, you will lose IMEI and you have to throw your device then.. plz don't flash any other regional firmwares, which is not meant to your model
I have Redmi Note 4X (MTK) 64GB RO/4GB RAM dual SIM. Both of my SIM cards are 4G supported by my phone can't switch to 4G network. I had global ROM 8.2.1.0. Yesterday I installed MIUI 8 (7.5.85 beta)_ no 4G. I read at Xiaomi forum that the problem is in XIAOMI ROM.. How can I fix it?

don't know.. anything you could find on rom section in this forum should do... afaik they all support 4g (sorry sir, but i don't really understand about 4g bands and what band(s) this device supports)
make sure you unlock your bootloader before proceeding
As Vodafone Volte is available in my place and also our device support it . So how can I enable it on my RN4 aka mido on Pixel Experience 9.0 rom or It's doesn't support on custom rom ?
Any help could be greatly appreciated

Yes it works on Redmi note 4 pixel experience rom
You have to just make sure that you have volte service on your number and you can check by downloading Vodafone app from play store and then log in with your number and then check active packs & service and you should have VOLTE in active service , you can see screenshot .
And if you don't have VOLTE service on your number then contact Vodafone to activate VOLTE service on your number .

I'm currently using MiUi 10 latest Global stable Marshmallow. Device is Kenzo.
Is there any guide to upgrade to Pie(I'm thinking of pixel experience).I really need VoLTE so any firmware upgrade required or can i jst flash it.(wipe data,cache and flash).
Recovery is TWRP coface 3 installed 3 years ago i think (I lost touch with development). BL unlocked official way.

If u have already officially unlocked
Then update to latest twrp official 3.2.3
Format data must
Then Factory reset
Flash pie rom zip
Flash gappps zip
Reboot
U will get volte if u use Jio sim. No volte support for other sims
