i have a redmi 3 pro with MIUI Version : MIUI 7.4 by ManhIT 6.5.12
I was thinking of upgrading it since on miui official site MIUI 8 is out: http://en.miui.com/download-298.html
My question is: can i use Updater app to upgrade this phone from MIUI 7.4 by ManhIT 6.5.12 to official global stable MIUI 8?

no OTA for this rom
you'll have to backup your phone, then miflash it (edl mode) to miui 8 stable
work with this guide except the part of the specific rom you want to flash

Now i want to know can i flash cm 13 rom from here
Or i have to downgrade to stable and then i can flash it

You need to unlock bootloader and flash Android 6 image using MiFlash.
does unlocking bootloader helps to disable anti rollback and when i check fastboot getvar anti i shows nothing

Anti-Rollback is only for the Redmi Note 5 Pro dual camera version codenamed "whyred". Your device is Redmi Note 5 single camera version codenamed "vince" which doesn't have anti-rollback feature. You can flash any custom rom you want.

i have installed miui 10 oreo 8.1.0 beta developer rom , does this enable anti rollback , i have seen some on formus that says miui 10 have anti rollback feature

i also have recieved 8.1.0 stable miui 9.5.17 something
but currently i am using miui 10 developer rom 8.9.6

No, you can downgrade from miui 10 to miui 9 or any version of miui 10. I tried it myself just now from miui 10 global beta 8.8.2 to miui 10 8.7.26
No problem in flashing. Working fine.
Can I install evolution x based on android 11, if my redmi note 9s runs miui 12 on Android 10??
All the threads here in xda are saying to flash evokution x over miui 11.0.7 or 11.0.2, if I flash it over miui 12 would there be a problem?
