Nope ..sadly no ..its from device firmaware even u r in custom rom u can't do that ..it disables cores on low battery power to give u some more juice ...:victory:

which rom did u install? If u are on back to noot or any rom based on it install latest Boeffla kernel and your problem will be solved

This is the solution. Download zip and flash through recovery. Also download boeffla config tool to configure kernel if u want

I just installed RR ROM and I think this ROM doesn't support fast charging.. Currently charging at 430 ma and showing that the charging slowly and battery temperature is at 37°
