5. settings > security > encrypt
6. leave it, will take some time and can reboot 69 times
7. Download the ROM and GApps of your choice
8. Make a full wipe (system, data, cache, dalvik )
9. Flash AEX Package
10. Install GAPPS package
11. And at last Reboot!

I have tried to setup with old twrp,its setup but,its not go into twrp recovery ,loop lenovo logo,but when I reset its working .I didnt setup gaaps..?think I ve back to stock..
edit=I back to stock rom and set up firelord twrp 3.2.1.0 its working now..other 3.2.1 twrp is not working

Fingerprint Sensor will work on encrypted device only.
If you Do not use fp then you can flash the rom without encryption everything else will work except fp.

Hey , I did a clean flash for Los 22/09 and after boot up when i try to encrypt, it just restarts the device and does not ask for password after bootup.
Also after this when i tried to format data from recovery it says, unable to format data to decrypt it, unknown file type.
I tried it multiple time with 22/09 and 26/09 builds of Lineage os but same results.
And then i got tired up and flashed aosp 5.5 , but fingerprint option is no where found on it.
PS. I used TWRP 3.2.1 for above process.
Please help!!

Maybe try opening from settings > root management
