Which is best for battery and performance
I am originally using miui nightly just curious if lineage os or pixel experience is better performance and battery wise.

there is no best rom , both are top roms for poco (LOS and PE)

why not use multirom?
As for now PE ROM is most stable and best in performance than Lineage OS
Is there any custom rom besides miui that can support calls, sms, and have decent battery life for redmi note 4 mtk?

Yes Pixel experience should start working on Mi A3 Pixel experience (plus) rom because there are so many features missing in stock Android like.
