XCover 4 - need to restrict users - Android Q&A, Help & Troubleshooting

Hi,
we need to do the following:
We have a fire department with medical emergency staff. Each Car (Fire, Rescue etc) needs a new phone. We used to have simple Caterpillar "ruggedized" phones but they dont fit our needs anymore for various reasons.
We now have some sample devices of the Samsung Xcover 4.
What we need to do is to restrict the phones for everyday use, which is not supported by Samsung by default.
We can NOT root the phones or install any custom ROMs for obviuos security reasons.
So we would need a software which allows to control the phone: We would like a state where nothing can be changed. The only thing which must work would be making phone calls (dialing and phonebook). We do not want any apps installed, we do not want wifi or mobile data or people changing ringtones, wallpapers etc (and they'll do)...
Is there a software for android which can provide such a limited profile?

Short story - Looking for a Custom ROM with the ability to control what applications can be installed on an Android device or preferably to ask for an administrator password prior to installing, much like in Administered desktop systems. This is to be used on a large number of company-owned tablets

Long Story - The company i work for (a large travel & tour agency) is investigating the possibility of providing Tour Bus drivers with Android tablets, which will be used for filling out and submiting (via mobile data) a number of different types of forms
Since the tablets will be connected to the internet via 3G/4G, any downloaded apps will cause data charges by the ISP. This is a major issue as the Tour Bus fleet consists of over 300 vehicles and drivers
For this reason, we were trying to find an app which would control what a user installs on an android device, but from what we have researched, this level of control is not available for Apps, for security reasons (such as malware)
Custom firmware seems to be the only option, if such a firmware exists.

Use password to block or secure those app that can download things
Eg: mail, market, browser, file explorer, USB storage.. etc...

[Q] Samsung Factory ROM includes logmeinrescue mobile support

Hi Guys,
I've been working in IT a while using logmeinrescue to support my clients. They have a mobile addon which allows me to remotely control a device, i can see the screen, swipe around (laggily) and anything else that i could do if i was physically at the phone. Fantastic for supproting a growing number of BYO devices.
However in the optimisation of roms, people have pulled out whatever service/software component allows you to do this. I'm wondering if someone knows if this is something that could be packaged up and submitted separately?
The play store app that initiates the permissions to allow this remote support and interaction is called "Rescue + Mobile for Android" and i've successfully used it to remote control a stock Samsung Galaxy S3 i9300. However i can't do the same on mine, i'm limited to just pushing wifi settings or opening a website for users.
So the question directly is: Can someone more knowledgeable package the missing component to allow remote control? What would be required?

[Q] Disguise phone as a tablet (to apps)?

Hey.
I just wondered if there would be any way to dsguise my phone as a tablet for starting an app in another mode...
I know it can depend on several things, but could it be done somehow?
I'm thinking about this: spotify free is now available for phones and tablets, too.
For phones it is limited in function, but for tablet devices it's free like the version for desktop computers.
So I want to make spotify "think" that my phone is not a phone but a tablet, to use full functionality of spotify free.
Here's an excerpt from the news:
The new tablet version of Spotify will mimic the free desktop app by allowing users complete control over what music they choose. The free smartphone version, available for iOS and Android, will allow users to shuffle randomly through their own playlists, playlists by friends and artists’ catalogues. Users won’t be able to select individual songs on demand with the mobile version, and neither the tablet or mobile apps will let people download songs to their device, a feature of the premium version of Spotify. Edit the build.prop ? (make a copy/backup before you do). This is a workaround for many apps, such as Foxtel (pay TV) Go in Australia. It only works natively with the SGS3, Note 2 & Note 10.1, but if you edit your build.prop to fool the app & hide root before you use it, you can use it on other Android devices.
This may/may not work with the Spotify app, and will depend on what it checks to determine whether that version of the app is acceptable to use on a particular device (checking build.prop is a common one though).

Unfortunately, none of the common tricks have worked so far (build.prop, DPI, denying access to phone state, etc.). Noone has yet to figure out how the app determines whether you are using a phone or not. If you have any ideas or information to contribute, please add it to the thread I posted the link to so that we can all use that information to hopefully figure out a solution.

Need undeletable tracking/ management app

I often give out loaner phones and recently have had a wave of theft and damage to my devices. I need a way to make for say a limited profile on devices that will not allow borrowers to delete my tracking apps and preferably a way to remote wake device... I have multiple devices so this is not specific to just one device. Been thinking maybe tasked would help me achieve this?
There is nothing you can do with the state of Android. A simple factory rest or flash will remove anything you may do

Manage employee android devices (phones & service provided by the company)

Hey everyone, my company currently uses google apps and provides several of our employees with cell phones (currently running 6.0.1) and the service plan.
What kind of software is available to set limits to these phones in android? Such as setting & enforcing data limits, and the ability to install and uninstall apps, etc? The employees will be made fully aware that their company phones are being managed. I'm not looking to hide anything or be devious about this, I'm just looking to retain control over our devices and make sure they aren't being misused.
