my brother want me to install a new os for him however he is still on stock kernel and os ect 2.3.4 I believe,

The simplist way to unlock bootloader is the official way.. but you will lose warranty and DRM keys.

First of all, locked how? SIM-locked, or bootloader locked? I assume you didn't unlock the bootloader using the HTCdev.com website so follow this tutorial to root and bootloader unlock it.

Unlock bootloader and root is two different things. To install custom room u need to unlock your bootloader but to unlock your bootloader u need to root ur phone.

Is it not impossible but not for every phone just for some special case?
If it can be done on some phones, how they can no need unlocked bootloader?
I know Sony's device can use CWM with locked BL, but it is "use" not "flash".

bootloader unlock is only if you want to install a custom kernel
in your case you can unlock the bootloader if you want to run CM/ASOP.
if you want to stick stock absed roms, dont unlock boot loader use the easy root method in the link above.
