Phone displays "Network Locked SIM Card" Inserted after flashing a stock firmware
I recently uninstalled Magisk, and was able to only boot into download mode after. So, I downloaded a stock firmware for my s9+ 965f and flashed it through odin (using AP,BL, CP, CSC(didnt select HOME CSC). But after rebooting, the phone displays "Invalid SIM. Network Locked SIM Card Inserted".
It asks for PUK code to unlock the phone and the cellular service alone is not working now. My phone is already region unlocked and I have been using it for the past 8 months. Has anybody got this issue and any suggestions on how to solve it?
Previous OS: soldierx rom for 965f v12 on Oreo
What I did,
i) uninstall all modules in magisk,
ii) uninstall magisk,
iii) phone auto-reboot
iv) Now phone stuck in download mode. Cannot boot it
v) downloaded stock firmware G965FXXU2BRGA
vi) flashed through Odin(AP,BL,CP,CSC)
vii) Phone completely formatted and boots up.
"Error:Invalid SIM card inserted. Network Locked SIM card detected "
I am now being asked for PUK code or cellular service wont work

You need to contact your carrier for PUK code, its protective measure against too many wrong PIN attempts on specific SIM. Can't fix that with any flashing.

This is where the problem is. You put any sim card in that phone, you get the same error. The sim card works fine if I put in any other phone. I am not sure but unistalling Magisk has caused "SIM Card Read Error" in my S9+. I even upgraded to Pie from Oreo and flashed 3 different stock firmwares but the sim card error exists.

Looking up the error message itself points to some sort of network/carrier lock. If I am reading regional lock and carrier lock definitions correctly the two are not the same..
Did you have the phone network unlocked or was it network unlocked when you had root installed? If the device was network unlocked when it was rooted and you flashed back to stock (which removes root) this might explain what is going on...

There is some sort of lock on the phone, which is why your being asked for the code.
I think you should definetly try was what was suggested above.. trying to contact the carrier and see if they can give you the PUK code. If I recall correctly you get a few tries to enter it correctly before it won't let you anymore (and it might lock the phone up good or damage the sim)

I'm having a similar issue on a Verizon A50. Any progress?

depending on what method was used to unlock it, its likely no longer unlocked. some sellers of unlock codes neglect to mention that part. im betting its locked again

[Q] How to imei unlock Galaxy i9100 Telcel

Hey guys hope you can help me.
I bought the code to unlock the network on my galaxy i9100, currently is locked to telcel mexico.
The thing is that I put in an AT&T sim card and no imput is displayed to enter the unlock code, when I put a T-Mobil sim card a blue lock is displayed saying Network Lock and a button sayin dismiss but no input to capture the code.
So what should I do? I was seaching in several posts and I think that changing the rom to another not from telcel can allows me to capture the unlock code, do you know if that is true? if so, can you tel me, what ROM is compatible to my samsung galaxy I9100 from Mexico ?

Hi, I got last week my SGS2 for Telcel and I'm afraid you waste your money with the code, don't worry I also bought an usefulness code.
I did these steps:
DIAL *#SIMLOCK# (7465625) you will have a popup displaying Personalization status, the option NETWORK LOCK [YES] means your mobile is locked for TELCEL, the other options displays OFF.
IF you have NETWORK LOCK [OFF] means your mobile is SIM unlocked.
First you need to root your device, look in the forum how to do that and download busybox.
Well to unlock download from the market the app Galaxy_S Unlock market.android.com/details?id=com.helroz.galaxysunlock (it works with S and SII)
Open the app and follow steps, WARNING there are two steps for number two, I used second one.
Once finished, reboot the mobile and dial one more time *#SIMLOCK# you will have now NETWORK LOCK [OFF]
However I installed a SIM from IUSACELL it doesn't work, what worked for me was downgrade the the version to 2.3.3 reboot with IUSACELL simcard adn voila it is working. After IUSACELL simcard is accepted I upgraded to 2.3.6
You can change the version, root, no matter which change, even restore to Telcel image and the mobile will continue unlocked.

What ROM is compatible, I downloaded one from the link above, one from telcel, and works fine the problem is that when I switch the sim card it says that is network locked, so I need another ROM but i dont know what is compatible with telcel, any help?

thanks to hugeband here is the guide that he sent to me to downgrade the galaxy s2(telcel), the only proble, that I had, was that i return to android 2.3.6 from telcel, and the Rom is locking the sim card again....

There's something odd, I unlock the galaxy s2 with the method described here and I am pretty sure that it is woking, since my GS2 is using now a T-Mobile sim card, well, the odd thing is when I switch the sim card for an AT&T sim card, the GS2 is still displaying the sim card error message.... I don't have the telcel rom anymore but this message is still happening. Odd thing.

Hi i have a similar problem. my network block is off but I still can't use my iusacell sim. The problem is that i am already in 2.3.3. What should I do?
The problem is that Telcel's modem is a locked one, so even if your device is "technically" unlocked, the modem file will keep popping that annoying lock thing.
1) Dial this from your phone*#7465625#
2) If you have the network lock off, go to next step, otherwise try to follow the second post of this threat until your network lock is off.
3) Flash any rom (or modem file if you wish to keep telcel's crappy apps) from here http://forum.xda-developers.com/showthread.php?t=1075278 After carefully reading the guide posted by Intratech and then try to switch sim cards again.
*As always be very careful before flashing anything and read all of the instructions. No one can take responsibility if you mess something up except for yourself... If you follow the instructions to the letter you should have no problems, as myself and others have done this before.

[Q] Odin Download - Galaxy Note SGH-I717

When I put Galaxy Note into "Download Mode" the mode says:
Product Name: SGH-I717
Custom Binary Download: Yes (1 count)
Current Binary: Custom
Underneath the green android reads "Downloading Do not turn off target!!" It stays that way for hours. When ever I go into Download mode, it ALWAYS reads the same.
Why would that happen?
Why are you in download mode? The only reason to be there is to connect your phone to a pc while running Odin, as a means to flash a rom or a recovery.
Explain please.

That's exactly why I'm there. I'm trying to flash a stock AT&T ICS rom in order to unlock my Galaxy sGH-I717. I have Padawan JB 2 now, and cannot unlock b/c it is not ICS. I have the ICS radio (I717UCMB4).
When I start the download, then open Odin or vice versa, and chose the PIT file as well as the PDA file ( ATTStockrom), the flash succeds in Odin, but the download never happens....just says Downloading...Do not turn off target.
Its been doing that for any and every Odin rom I turn to install.
Here are the settings for the phone:
Model Number: Samsung -SGH-I717
Adroid Version: 7.12
Baseband version: I717UCMB4
Kernel version: 3.0.80-g2bd6dbe, (and some more numbers)
Build Number JB 2
I have no servicemode.apk no longe, ror any of the files that should be in the phone since resetting to factory setting (reset according to instructions before installing a rom). I did a backup before hand, but that was erased as well.
I have a backup via Samsung Kies, but it says phone is unsupported, even though I upgraded, and the software did a backup to my pc before I did the factory reset.
So, now I have the dilemna of not being able to download the necessary file(s) via Odin. I do have TWRP, but I haven't been able to get any roms to restore to ATT stock. TWRP never gives me a problem.
Less than 2 months ago I unlocked my phone, on padawan, with a jb modem.
Not sure why you think only ICS can unlock.
But, since you do, here. According to bigfau's post it's 100% pure stock.

Before I did the factory reset, I'd tried to unlock my phone numerous times, to no avail. I thought maybe I needed to go backwards to the ICS version.
Nothing has worked. The service mode app is not showing, when I look into system and other folders via TWRP they are ALL empty. The only thing that shows up when I key in *#197328640# is the message "right-hard: Back.....". Looks like the service menus items are hidden. or gone.
When I was able to access the service menu and select Unit, etc. I still could not unlock my phone.
Regardless of modem, you're not going to unlock on an AOSP. When I was standing in a t-mo store switching my service, I had to restore (to padawan/stock) to get it to pop up asking me to unlock. No codes I would enter would work at all.
Do you have a foreign SIM card in it? Or are you trying to unlock it with an AT&T inside? If you're on stock (ics or JB) and have a non-AT&T sim card in there, it should pop up as soon as it boots. Stock being anything based on stock samsung (non-aosp) firmware. Blackstar, Black Jelly, Padawan (either), and the link I posted above will all have the ability to unlock.

It is a U.S. card, the same one that came w/my phone when I purchased it. Right now it is deactivated. I had tried putting in a T-Mo card after trying to unlock my phone via service mode. All I got was something about a subscription, and I still could not unlock my phone.
So padawan, turn phone off, put in t-mobile card, turn it on, then what?

You cannot unlock any phone with any SIM provided by the carrier that the phone is locked to.
Do what Anthony820 says, turn the phone off, place the T-Mo SIM in the phone, then turn the phone on normally. Most TW ROMS (if not all) have not been stripped of the SIMlock code.

Thanks guys, but I've also been doing that off and on for the past 1 1/2 months. Nothing seems to work for me.
Sadly, you may be SOL.
As you have stated that you have made multiple attempts to unlock your phone, it might now be the case that you have permanently locked the phone to AT&T, as that is what happens after 10 unsuccessful code entries.

paid for unlock does not work. I went into service mode>Main Menu >Debug Screen > Phone Control > Simulation > Network Lock > Perso Sha256 Off >, reads "Menu Not Exist, Press Back Key, Current Command is 18543.
I press Back Key, this is what is showing in Network Lock:
[1] PERSO SHA256 Info
[2] PERSSO SHA256 On
[3] PERSO SHA256 OFF
[4] RAT-FREE-SUPPORITNG ON
I have not misspelled anything.
Been getting that for 1 1/2 months. I even go all the way back to Debug Screen. Nothing, no unlock, no joy.

No, the download counter / custom binary download flag is a separate tool which Samsung uses to deny warranty claims.
Does it not prompt to unlock, or does it just fail to unlock?
Reflash a rom and modem? Possibly reset the unlock count?
Kies Reset?
As a last resort you might like to do a full reset using Kies. Put the Note into Download mode and follow the step by step instructions at Kies -> Tools -> Firmware Upgrade and Initialization. This will return your Note to full factory default settings, with the latest AT&T version JB 4.1.2.
Of course you then need to root, customize, etc. This may allow you to start fresh.

I could have sworn in Crixley's post on how to unlock your phone he said to install a T-mobile ICS modem if you are trying through the service menu. Might be best to use an ICS ROM too. Doesn't have to be T-mobile.

[Q] S3 I9300 (International) NETWORK UNLOCK PROBLEM

I have a Samsung Galaxy S3 GT-I9300 locked to T-Mobile on Android 4.3 (baseband: I9300XXUGNA8) meaning it has changed the EFS parition to v2. The phone has been rooted as well. Is there any solution to remove the SIM lock? I have tried reflashing with older versions but the systems wouldn't boot up. I read that it can brick my phone completely. I tried using Vooodo unlocker and GalaxSim but error comes up, undefined. I tried EVERY SINGLE METHOD by using the codes: *#7465625# or *#197328640# but I either get Not registered on network message or some other error. In case of #0011# I can't pass the step 4 (when you type in 1 and the service should appear). The IMEI is fine, everything is fine as long as I'm on T-Mobile sim card (the signal works perfectly). I put any other foreign SIM and it doesn't ask me for the unlock code. Do you know what's the reason? I have bought an unlock code but I can't even use because any other method wouldn't work. Is there anything at all I could do? I'd really appreciate your help.

And than try it again with your code.

This particular firmware fails to flash it through Odin. I assume it's designated for GT-I9305, not I9300 ... I have tried the unbranded versions for my model anyway and I usually end up in the bootloop. Any other solution? Thx

the problem is:
I have a galaxy s3 (i9300) which i'm not able to unlock. The *#06# shows the correct IMEI, which is printed on the label behind the battery.
I've tried editing nv_data.bin, but can't seem to find the 00181460 address.
Galaxsim says "unable to load nv data"
The problems started about a month after i upgraded to 4.4.4 (back to n00t rom). One morning the phone just kept saysing 'unfortunately com.android.phone has stopped working'
I tried reflashing it, then tried using cm13.
Everything works fine, except there's now a sim lock on my phone..
running out of ideas, so thought maybe you guys have some fresh ones.

The standard repair-procedure is to flash firmware by Odin.

hi, the phone is network locked.
The only method that may work to unlock the phone for free is the regionlockaway app with root and an older modem.
Was the phone ever network unlocked ?

No network is not the same as bein network locked.
If the phone can't be unlocked for free, an unlock code must be purchased.

My Gt-i9300 shows my sim as it is LycaMobile but also gives me 'Emergency calls only; so i cant call and etc... is there a way to restore it to full stock firmware ? because i also flashed baseband modem etcetera , and ididnt change to Gsm only ( i read somewhere that be a solution...?
Changing to gsm only will only give the phone data access at edge speeds.
To return to stock, flash a rom from sammobile.com using Odin.
I bought an unlocked phone to change operator when i want and i still have to pay ? Oh misery... :'(

Did you confirm the phone was network unlocked when you first got it? The phone supports your carrier's radio frequencies? SIM card works in another phone?
You can use turbosim for unlock but i dont know what happen to you. Its only suggestion.
You can't network unlock an s3 for free if it has ever been updated to 4.3.

SIM locked on international model after modem

I'm now SIM locked after flashing a modem and can't figure out how to reverse it. I have the international model and it was never SIM locked before (a week after available). I flashed RR and couldn't get it read my SIM card so I flashed a modem. Didn't work so I restored a backup (strangely only gives system and data option) and now it shows optimizing apps every boot and says I am SIM locked. Any ideas?
