Accessibility not accessible, phone does not ring - Android Q&A, Help & Troubleshooting

My new MiNote 7 with Android 9 has stopped 'ringing' when calls are received. I get vibration and light flashing but if I am not looking at the phone I do not know if someone is trying to call. Sound is on and turned up. I cannot find any obvious incorrect setting EXCEPT this may be part of a much wider problem. For many of my apps etc ACCESSIBILITY is not ACCESIBLE.
When I try to give access in the Accessibility Menu by clicking the on/off trigger I am taken to another 'service will be performed' window but on clicking OK a message flashes on (too) briefly about apps blocking a permission dialogue and to drag them away or close the app. I don't know what this means, it is incomprehensible to me as there is no blocking app present. Ironically, as well as this happening with numerous apps / settings etc it also happens when trying to access the Accessibility Menu itself! --- a sort of Catch 22 situation?
I expect I am failing to grasp something basic but need advice on how to escape from this before I go bananas.

[Q] Disable Power Management Tips?

I've seen a few other threads for other devices on these rather annoying messages popping up, but the solutions in those don't seem to be valid anymore.
The two main solutions I found were to disable notifications for the apps "Extended Standby Mode Controller" or "Eco Mode Controller", but I have no such apps listed under Apps -> All so it seems they may have changed the name. I did search for com.Extended and com.Eco, along with com.sonyericsson.Extended / Eco but again, no luck there.
Normally these are a mild annoyance, but recently I've been using my phone more for YouTube, and if I get a notification whilst watching a fullscreened YouTube video, the notification bar and soft buttons don't vanish, meaning the top and side of the video are cut off. The only way to get away from that is to totally close the YouTube App and re-open it. This is annoying in itself, but watching YouTube videos means I'm more and more getting Power Management tips as the battery is run down.
Anybody know what the app controlling these notifications is called on the Z2? I'm running 4.4.4 rooted.
If you can't find which system app is notifying, did you try keep press on popped up notification and tap app info?
I haven't yet, but I'll give that a try the next time one pops up. To be honest, I had no idea I could do that

Well I was able to locate the App using that method, the app is "STAMINA mode", however even though I've turned off "Show Notifications" I still get the bloody Power Management Tips.
And the option to Disable the app is greyed out.
For now I've tried clearing the cache and Force Stopping it, but I suspect it will start running again later, or at the very least will need stopping whenever the phone is restarted.
I am rooted, so I suppose I could remove it, but I'd be worried about it potentially affecting the Sony ROM somehow.

How to kill the Android 8.1 "Turn off mobile data?" popup?

I'm running Lineage 15.1 on my Moto G5 Plus and I have to say I'm very satisfied with everything in the new release with the exception of one thing: the annoying popup it gives you when you turn off mobile data. Does anyone know how to turn this off? It's driving me nuts, reminds me of my old Samsung.
Any help, suggestions, or simply +1s are appreciated.

Why Android, Why?
So makes me want to toss my phone every time, multiple times a day, all day long.
YES, I'm f** sure, that's why i clicked it and additionally that's why I put it in a list of fixed quick commands because I fully am aware exactly what the f*** it's suppose to do.
It's a popup that covers 85% of my screen that can be swiped away ONLY if you DO NOT want it to do what you want, why is this backwards. Asking Bixby or Google to turn of mobile data as part of a list of commands is not possible, ie. "I'm home" is set up to 1.turn on wi-fi 2.Turn off mobile data 3.Open calendar - What happens instead is 1.wi-fi-on 2.attempt to mobile data off - popup for confirmation 3.opens calendar - But mobile data never turns off because the popup was never confirmed, so for all I know I get booted off wi-fi and am streaming movies on mobile data. So makes Bixby and Goggle "quick commands" USELESS to me. Forcing me to touch my phone more often than I should have to, forcing me to really think that Android may believe we are as clueless to customization as iOS users, Forcing me to have to stop and stare at phone in disgust
Do I really need to be told 6 times a day this same message over and over? On top of the daily harassment of 2 dozen popups about damaging my hearing from loud volume. IT'S MY HEARING !
Where is the "Don't show again" button? Why need a confirmation instead of just a notification? You want to tell me that wifi is disconnected - sure, tell me data is off/on - sure thanks, but why is there an extra button to push for anything to happen anymore. Not very "Smart" these days, OR they think we're not as smart these days. IDK but I need a fix, anybody?

Random Ads & Strange Behavior

I recently upgraded to a Galaxy S9+ and overall love it despite not being able to root. For the past couple of weeks, I've had a three very annoying issues though. I've tried many things to resolve, but so far can't figure out solutions. Below are thr issues and what I've tried to fix each. Any suggestions would be appreciated!
1. Random ads open in default browser (Firefox) no matter what I'm doing / what app I'm in
It doesn't matter what app I'm in, every 5 min or so Firefox opens on top of whatever I'm currently using without warning and displays an ad in a webpage. I use the Ublock tool in Firefox so sometimes it opens to a blocked webpage
What I've tried to fix:
- Closed all tabs, cleared history / personal data, then force quit Firefox
- Restarted phone
- Tried many malware apps like Malwarebytes but scans come in clean
- Uninstalled apps not installed from Google Play (only a couple)
- Put all apps not needed to run in background asleep
- Disabled notifications for apps I don't need
2. Display configs randomly apply
I have my screen set to turn off after 2 minutes and also have "always on display" enabled during the daytime which is different than simply leaving display on. Currently, though; after 2 min the screen just dims - that's it. If I hit a button to turn screen off it works, but if I place it on charger after doing this, the lock screen appears and it just Dom's after 2 minutes too. Basically, always on display only works after I press a button to power display off
What I've tried to fix:
- Verifying settings we're correct
- Setting configs differently then reverting them
- Disabled all MacroDroid / AutoMagic scripts
- Installed Greenify to put apps to sleep thinking one may be keeping device awake
3. Secure Startup Reverts
My work uses InTune and requires strict policies and settings in order for sync to work - one of these is Secure Startup where you must enter your passcode after reboot. Every couple of days or after a reboot, this setting Reverts from being enabled to disabled this making my phone daily compliance and stopping sync of work stuff. I must manually reenable it, then jump through hoops to get it compliant again. This has been an issue since I got the phone.
Any suggestions for any of the above?

You could have a malware in your phone. When I had my note 8 I experienced something similar with the ads, it was very annoying. Long story short... I had to do a factory reset
I agree with TonyGzl92. It is probably Malware.
If the problem persist and you have deleted all installed apps and still get the problem you will ned to perform a factory reset and watch the phone after every app you install.
I had the issue with the screen just dimming instead of going completely off, and it was a conflict with an app I had installed. Pretty sure it was a Play Store app, but it's been long enough I no longer remember what app it was.

Wi-fi scanning continuosly show Problem !

Hi everybody, i keep receiving this annoying pop up with wifi scanning every time i lock my phone even when the wifi is off or on. I turn the scanning off / on from developer mode (kept it in both ways for a while but still the message appears). Location off/ only gps/or high accuracy. Seems that all the commands don't really work.

I have the same problem! Would be great to get a solution to this. For me, the pop-up only seems to appear when I have Wi-Fi turned off. Whenever the pop-up appears, it minimises the app I'm in, too, which is really annoying because I use Google Maps in my car a lot, and I like to have the Wi-Fi off so the phone doesn't keep trying to connect to Wi-Fi networks that require authentication.
Now its happening the same with me...when wifi is off... It supposed to be an option in the wifi advance settings but...i dont see anything there...that helps...
Have you tried going into settings-security & Privacy-Location services-tap on 3 dots-scan settings and make sure wifi and Bluetooth scanning is off?
Yea, i did that too... Everywhere i could possible know it can be a setting to scan/ locate )... Only thing seems to work for not so many popups is letting wi-fi on all the time ). Good that it has good battery life...
Turning the WiFi + off solved the problem for me.
I have the same problem it's really annoying... And it pops out every once in a while it doesn't matter if you click agree or deny on this message
The only thing that seems to be working it's keep the wifi on... But of course I shouldn't be like that.... Any idea why we have this annoying pop up message?
Found this at Android Central, has to do with incompatibility with latest play store update. If you downgrade play store , then you get popups about Google play services being out of date. Oh well, just keep hitting cancel I guess. Im sure an update to solve will come soon. Lol

Go to Settings > Security & privacy > Location services > The three vertical dots > Scan settings, turn off WLAN scanning.
For now, you are advised to go to Settings > Apps & notifications > Apps > More > Show system processes > Google Play services >The three vertical dots > Uninstall updates(This path will not appear until the version is updated).

Mate 10 lite here, been receiving this pop-up like mad yesterday. So I was right in thinking that the pop-up was probably caused by Google being Google again.
Hopefully we get a final solution that doesn't involve downgrading Play Services, a component that insists on being up to date.

Any way to fix notifications?

None of the notifications are pushing through. The phone is in my hand, I am making a call to my discord account, and the call doesn't get through unless I open the app. It works perfectly fine when I restart the device and start the application. The notifications don't get through if I don't start the app. Same problem with Whatsapp, Skype, and Gmail.
I have tried everything except formatting the device. Disabled battery optimization, given special access to all apps, enabled all the notifications in all the apps, enabled draw over feature whenever possible. My notifications aren't coming through. I use Skype for work, and this is a new device, hardly a month old now.
Does anyone else face the same issue? Any solutions?
Reset app preference.
Check if you have DND enabled by any chance.
Worst case format it.
For Skype, you need to select run in background in skype settings as well(apart from the usual settings and battery options)

Same problem after resetting app preferences and restarting the device, Shashank1320. Notifications come through till I disconnect from Wi-fi. Once I reconnect, the notifications don't come through.
