Unable to install some apps after HTCDev unlock?

I unlocked my bootloader and flashed a custom recovery for the first time yesterday (TWRP). I also flashed a ROM (Fresh by flipz) and that's when I noticed that some apps would simply refused to install. They would not install from my Titanium Backup of them and they wouldn't install from the market either (giving a vague "could not install to phone storage or sd card" error message).
I didn't know which to blame, the custom recovery or the custom ROM, so I started by flashing back to stock recovery (while keeping the custom ROM) but the apps still wouldn't install. So then I flashed back to the stock ROM as well, and the apps still wouldn't install! Finally, I relocked the phone and RUU'ed back to stock and now the apps install just fine.
Was HTC Dev's unlock really to blame for that or am I missing something?
I've had similar issues before if I did not perform a full data wipe and system wipe before flashing a new rom. If I simply went back into recovery and did a full wipe (cache/dalvik/data/system) and reflashed, it solved the problem.

you can flash stock recovery and unroot, but OTA update won't install; you need locked phone which does automatically factory reset; you can backup data using FlashFire even on encrypted partition as it makes file based backup and relock
That sucks big time. Doesn't worth the trouble.
I wonder why all the Chinese phones (and as far as I can tell, only them) make it such a hassle to root.
I've seen this on Oneplus, Xiaomi and now Honor.

how to install stock recovery in honor 9 STF- AL10? Can you help me?

..

..
To perform a completely clean installation of a custom ROM, boot into TWRP and wipe system, cache, data.
I have always flashed performed a complete wipe, flash the ROM, flash the kernel, and reboot the phone and set it up to make sure everything works. I then flash gapps.
..
If you want a completely reset device then you need to flash the stock firmware via odin twice with a factory reset via the stock recovery in between flashes. This doesn't reset the flash counter, just everything else.
If you want to reflash a custom rom after that then you root via chainfire, install twrp and flash Los via twrp.
If you want to flash a kernel or anything else you can flash via twrp whenever you want but make sure they are compatible.
If you want to use magisk then you will need to refer to the installation instructions for both magisk and los. It will most likely involve uninstalling supersu and its binaries.
If you have issues with cell signal then you can look at flashing other modems. If no problems leave it alone.

OTA update/upgrade vs flash custom ROM

After the stock firmware OTA update/upgrade, the user installed apps and other data will still there left intact.
Why the necessary to wipe /data when flash a custom ROM?

MIUI recovery ROM

I flashed MIUI 10.3.2.0 recovery ROM because I wanted to be able to use OTA update but i didn't know it was a chinese version I wiped only dalvik data and chase like it said. I want to flash the global recovery ROM do I have to wipe anything else or no, so I don't get into boot loop
Sorry for my bad English.
Backup and test without wipe.
