- Go to Software information
- Tap Build number 7 times to activate developer options
- Return to settings
- Select developer options
- Activate OEM Unlock

done all that if you look at the pictures above after doing what you suggested. youre supposed to power phone off then volume up and down together and insert usb cable, you get the screens above and it doesnt unlock bootloader as pictures abve shows. stuck on that screen

@Scoobychief
Install the Android USB Driver suitable for your phone, if not already done yet. Note: This driver is a must to get Fastboot successfully working on your phone.
FYI: The mentioned driver has nothing to do with Fastboot driver itself

Have you ever flashed TWRP on a device with locked bootloader?

nope,he said he cannot find twrp, so i give him , it is supposed to flash after bootloader unlock

oem unlock
kg cheking or prenormal
the solution is
keep trying to unlock ur oem then set up your cellphone as usual, like setting lockscreen login samsung store checking for updates, then you see if oem is checked and see if it says bootloader has been unlocked if yes, you can immediately flash twrp and other flash safety
tested by me on note 9 kg checking no need 7 day

I hope someone else could confirm this issue. If also others have this, probably is a kernel issue.

I just tried on my att version with no luck. It also failed in Odin.
Has anyone tried changing to a different version of the firmware using ODIN and then installing TWRP?
This one looks the most up to date:
Galaxy View LTE SM-T677 SER T677XXU1APG1 Android 5.1.1 05.07.2016
It can be downloaded here:
http://samsung-updates.com/device/?id=SM-T677
I am guessing you'd have Russian language after switching firmware, but should be able to go back to English once you reboot.
I'd also imagine clearing cache from recovery after the new firmware installs would help aviod a bootloop.
If anyone is daring enough to try this let me know if it works.
I think installing supersu from TWRP after you install it could give root access.
holy moly we got root now i gonna wait a bit for OTG/MTP I using my USB OTG on my view (WiFi) to watch anime/movies offline 32GB is not enough storage lolz
Thanks for your work.

Edit: Added that into the install instructions so that won't happen to other people
I did all of the above and I can't get it to work on my wifi SGV. I', in Windows 10 and it just fails after 1 second.

I'm saying that I don't know if this will work for anything other than what is stated in the OP (Realme X7 Max - RMX3031)).
I never said it would work for the RMX 2202 - I said teh opposite: that I only go with the same model number unless someone who knows for sure says that it will work for other models.

What's TWRP?
Oh come on, you know what it is - don't try to fool me!
In case you're serious, though...
Team Win Recovery Project is a custom recovery for Android devices.
It allows you to back up and restore your data, flash custom ROMs to your device, repair broken file systems, root your device and more.
Read more about TWRP here: https://twrp.me/about/
How do I flash and set it up correctly?
Please notice that the following guide is meant for full stock devices, if you've already rooted your device you can skip it and flash directly the recovery without any extra steps.
Before starting, make sure to backup all your data and important files stored in your phone, since this procedure will format your data partition.
Download Odin3, Samsung's Android USB Drivers, the latest TWRP's tar and a disabled vbmeta image.
Make sure your phone's bootloader is unlocked, follow the guide below in case it isn't:
Spoiler: Unlock the bootloader
Open the Settings app, enter Developer Options and enable OEM unlocking (If you don't see Developer Options, enter into About phone>Software info and tap "Build number" 10 times to show it).
Enter Download Mode: to do so power off your device, connect it to a computer via an USB cable and hold both volume up and volume down buttons.
Long press volume up to unlock the bootloader. This will wipe your data and your phone will automatically reboot.
Go through the initial setup. Skip through all the steps since data will be wiped again later. Make sure to connect the device to Internet during the setup.
Enter Developer Options and check that the OEM unlocking option exists and is grayed out. This means our bootloader is unlocked and your phone has no KnoxGuard lock set.
Connect your phone to your PC and boot in Download Mode (power off your device and hold both volume up and volume down buttons).
Open Odin3, select the TWRP tar by clicking the "AP" button and the patched vbmeta tar by clicking "USERDATA", then press the Start button.
Reboot your phone in recovery mode: while it still plugged in your PC, hold both the power and volume up buttons.
Once TWRP has booted you need to format again your data partition in order to be able to boot in system again. To do so touch Wipe>Format Data and follow the instructions in screen.
Bugs:
Decryption will only work if no password/PIN/pattern is set in Android.

the simplest way to unlock the bootloader is going into developer options and enabling OEM unlock. after that shut the tablet off and put it into download mode by connecting it to a PC and holding down both volume buttons. then you will get a blue screen that will tell you to press and hold volume up button to unlock the bootloader and that it will reset your device data. once your device reboots your bootloader is unlocked.
