No. ROMs include phone specific code and proprietary blobs. Plus there is an abundance of chipsets so to get a ROM to be universal, all devices would have to be identical. So, no, impossible.

Have rooted My Device, and Rom Toolbox Lite On it, tryed Boot Animations Changer installed it from the app in toolbox but didnt work, do i have to flash device to get it working ? Most of the samsung apps are framework dependant so you would need to port the samsung framework. Certainly not an easy thing to do on none samsung devices
