First I tried install two different ROMs (PE 1.2 and official 12.5.4) with Fastboot OTA 20211031 application. For both ROM i got the same error:"FAILED (remote:"Could not open super partition"). Then I tried official MiFlash tool and I also got error while writing super partition "error: write_sparse_skip_chunk: don't care size 4254...) then I tried the third way.
I tried to flash ROM from TWRP and that also failed because TWRP are unresponsive (like touchscreen is not working) and I cannot chose anything from opening menu.
Any suggestion on how to fix super partition or how to install any ROM, either from fastboot or from working recovery will be appreciated.

download the fastboot rom again and try to flash it in edl mode.should get the job done.
Connect your phone to silent mode EDL.
The easiest way to flash MIUI ROM is using Fastboot method, you can find the guide at official site..
Btw, there's MIUI 8 Global Developer/Stable for Redmi 3, use that instead of China version..

as per Your Device If MTK/China Then download china rom/Fastboot
If Global then download Global Stable rom /Fastboot
Also Download Mi Flash Beta Tool
After Download Extract It to ur pc
Again open extracted file with Win Rar or change file ext to zip/rar
for extraxting again
after extracting two time you will find Imaages folder
Select images folder In mi Flash Beta Tool
Conect Your device In EDL Mode with PC
Press refresh Button on Tool
You will find Port showing in tool
Press flash
wait 3 mins
Now you are on stock rom

I'm not sure what you're trying to flash and what your actual device is, but you can't flash MIUI on regular TWRP.

What is needed :

Working step (Don't break the sequence):
1. Install a China recovery ROM from custom recovery. If you are in already China ROM then skip the step. (May it work with global ROM but I don't share and I don't test it yet)
2. Install magisk for root access.
3. Flash vbmeta.img(from my post) via recovery.
4.Flash remount_rw.zip via custom recovery (from my post)
5. download and flash the zip file from the link via recovery.
