I have a moto z droid XT1650-03 and i want to know where o how can i know if i can unlocked my bootloader.

I have bought a G7 Plus and discovered that the bootloader is unlocked.
If I'm right, I will not get any new updates.

Is there a way to lock the bootloader again, so I can get the Motorola updates?

Unlock the bootloader, if you cannot, it's a nonstarter.

No, even if you could flash RetUS or other Retail software, the code you need to send to Motorola will still be the same.
