There are already Arc themes out there, so AFAIK you could just extract such a theme, edit the png files, rebuild the apk and you´re done.(Correct me if I´m wrong, I´m just a noob in such things ).
But note that you need the permission from the creator of the theme you´ve choosen to upload it here.
Maybe you didn't signed the apk?

I have done that, but with a different lockscreen and with the stock animations. If you want I can share it.

Download update.zip file extract it, in extracted folder go to system\app\ here you will find "framework-res.apk"

There you go! this is stock framework with 9ls and ICS animation... I made it for my self few weeks ago.. anyways this is not a CWM zip!! u gonna have to install manually just put frameworks files into framework folder /system/framework/ and setting.apk in /system/app/
I'd suggest that you make backup first... So that if anything goes wrong u wont have to reflash or anything...

why not just use one of the cm7 themes available on the android market? there's a really neat ics theme available which i'm using.

well you can't just port every theme to mdpi, some needs to resized directly from the source, since they are made to readjust according to oriantaion still ill give it a try ,,,

I think you are right...lockscreen should come from 360LAuncher...

Definitely it would not have worked...
I mistook your ROM as CyanogenMod... Because of the screenshot... The above link I gave, was for CM roms... should have mentioned
Try reflashing the ROM... And install any third party theme chooser... Or flash a custom theme pack for stock ICS
