Download either Best wallpaper hd pro /zedge from play store..and start exploring..u don't need to install a rom for wallpapers..

I think you should try a launcher that has weather widget then discover that it is the. apk leading to that widget and download weather widget and rename with the files you've found.
Can I convert accuweather app to user app and than try adding the widget??

the one you can get from my signature. it is transparent and doesn't have a clock though but is working in the holo launcher hd I use.

But yes u can use launcher nd in setting u can stop wallpaper scrolling..
Otherwise no option...
