Difference between these two tethering statusbar icons - Android Q&A, Help & Troubleshooting

I've been trying out some ROMs on my Nexus 4 and had some stuttering in my PCs conection when tethered via USB, but only on certain ROMs.
PSX/Minimus ROMs have the first style of icon (white) and had stuttering, while CM/Purity/Liquidsmooth have the other style and had no issues when tethered
Just wondering what the different icons represent

The up-down arrows you're talking about depends on the icon pack used by that rom or the theme you're using. Some packs support it, some don't. If yours isn't working, I assume that icon pack on the rom or the theme you're using doesn't include the up-down flashing arrows.

Any way to add items to the ntification drop down menu?

I've noticed from screenshots and videos that not all GN2s have the same options on the drop down menu. Is there any way to add items to the bar? I noticed on one particular video that the wifi icon is where the bluetooth is on my phone.
Most of the custom ROMs offer this. Samsung/Verizon made some strange choices as to what was available as a toggle on stock touchwiz (and VZW added that annoying ongoing wifi notification). I use Beans ROM which allows you to display up to any 7 of 23 toggles including wifi, wifi hotspot, etc. and choose their order of appearance.

Battery mod?

There's a particular battery icon style (in the status bar, I mean) that I like, but only see in certain ROMs. It's the standard ICS/ JB style battery, but it has the battery percentage written inside it. I've seen this on AOKP and a handful of other ROMs, but there are some other ROMs I'd like to try out that don't appear to have this icon style built in. Is there any way to have this icon style regardless of the ROM, or is it going to be entirely dependent on what ROM I'm using?

CM10.2, old style WiFI and Data icon in statusbar

I must admit I miss the old style wifi and data icons in statusbar, where I could see arrows for up and down (yellow, green) attempts.
The arrows which are flashing, in CM10.2 also do exist, but they are too dark, almost invisible.
Is there any way of changing them while on cm to be more spotable?
