A.I.Type key board has lot of features including Numeric in top row. Freeware limits the dictionary usage after some period.

Probably not.
I've only seen these to be changed when using custom roms with that feature. They also allow 1, 3, or 5 icon layouts. And the option to disable it.
I'm wondering why 3rd party keyboard apps do not include a top numbers row. You have 3 generations of Galaxy Notes, Galaxy Mega, all sorts of tablets but no top row numeric row keyboards from anyone.
Does Samsung have an exclusive patent?

Add this line in features.xml under system/csc folder.. look for -SIP- title
Add:
<CscFeature_Sip_EnableSymbolInSecondary>en_US;es;es_US</CscFeature_Sip_EnableSymbolInSecondary>
