Why Lineage os still in android nougat for Kenzo ???

There are unofficial builds greater than N. As far as official builds go, they require volunteers to develop and maintain them. There will also be no new builds as of yesterday as support for Kenzo/Kate ended.

They must have just forgotten it. Trust me. I have a KII-L22. There's no reason that KII-L23 isn't supported.

As far as I know, RR is the best
I think there no official marshmallow update for kiw-l23, which leaves the model with Lollipop firmware,
and I think, you cannot flash custom ROMs on top of a lollipop firmware,

LineageOS is made by volunteer maintainers & developers & nobody including them can predict how long it will take to fix bugs & technical difficulties of making a modern Oreo firmware for a 2012 S3 phone made to support Samsung's Android 4.0.4 and with the last Samsung officially supported 4.3.
Check LineageOS Oreo Device Support Requirements "This document enumerates the requirements that must be met in order for devices to be deemed ship ready for LineageOS releases, beginning with Android Oreo" to get an idea of how big that task is.

Version 8 is Beta.
Version 9 is Alpha..

It is a matter of perspective. You have the latest update that was lineage-14.1-20190217-nightly-i9300-signed.zip. The LineageOS 14.1 Source Code continues to be updated but does not make new compilations of the code. There you have to resort to the official forum where the community performs this compilation (lineage-14.1-20190615-UNOFFICIAL-i9300.zip) or the experimental (lineage-14.1-20190709-experimental-i9300 .zip) every time there is a security update (Security String)

The security status is not as good as it looks like. There have been no kernel patches applied for more than a year now. And the proprietary parts are really old.

already read about it in their website. but still confuse whether it could be installed in custom rom beside los, like havoc, evox, nos etc.
