No, you can use a kernel manager to set pixutil or something else though

9.5.30. Have to power the screen off then on to remove the freeze when it happens. Totally random

I had the same on first/second boot but it'd fine after everything seetled in. Other kernels also have 9.1.24 drivers and they're fine so I don't think that's the issue here. Let him try rebooting/waiting for a bit, cleaning cache (maybe dalvik too, worth a shot, I've seen it fix display related things before), etc.
