Possible to use a cheap Chinese Android smartphone as a development board?

It's possible to buy cheap Chinese mobile phones based on the MediaTek MT6739. I believe there are custom Android ROMs that will work on these phones if rooted. Would it be possible to bypass Android and just run a stripped Linux kernel with only basic functionality on such a rooted phone? Why even need Android at all if the chipset is supported by the kernel and all I want is say, display and networking? Custom bootloaders are certainly capable of taking input and displaying stuff on the screen, and I'm not sure those are full Android installs. Is this possible?

Request: Security Focused ROM

Hello everyone,
i am searching for a security focused/hardened Custom Rom for the Huawei P20 Lite.
Something like GrapheneOS. GrapheneOS sounds very interesting but unfortunately it is not available for the P20 Lite.
Please note that i am not only talking about Privacy. I am searching a secure Rom.
I often find LineageOS when i am googling, but i think it is more privacy focused and i also read that security updates often be shipped to late...

Also, the [ROM] prefix is reserved for developer use when posting ROM projects., not questions.

What is the deal about Kirin Devices? I mean what makes it impossible to harden a ROM/OS and deactivate unsafe Software Parts/Services and install security features?

I can't name the reasons, I'm not a developer. I only know that ROM/OS like Graphene, Postmarket, Sailfish, UbuntuTouch etc. etc. (all that works on Snapdragon, MTK, etc.) , cannot be installed on Kirin. Or they only work partially.
No roms are safe. Your data can always be wiped, stolen etc with a custom recovery and unlocked bootloader

Need help 9860 - rollback from Chinese firmware SM-N9860_CHC_N9860ZCU4FVI6_fac

The great Chinese programmers of the Samsung corporation in the firmware SM-N9860_CHC_N9860ZCU4FVI6_fac blocked the installation of many applications, including google play.
